Meeting Minutes September 15, 2015
Mayor R. Jerome Rocke called the meeting to order at 7:00 P.M. with all present reciting the Pledge of Allegiance. Roll Call was answered by Bev Friese, Jason Montello, David Iverson, Dennis Carls, Al Hulse, Brian Boldt.
On a motion by Al, seconded by Dennis the minutes of the August meeting were approved.
On a motion by Bev, seconded by Brian, the Treasurer’s report was approved. June Sales Tax = $2817.05. There is no current sales tax or motor fuel tax from the State at this time.
On a motion by David, seconded by Jason, the bills were approved for payment on a 6 yes, 0 no vote.
Police report showed 17 calls, 2 citations, 2 warnings.
Danny Brown voiced concerns about rock on the berm, concrete rings for the lot by the office; needs to have 8’ rock on Lumber St and 8” by his Office. Caleb will check.
Caleb circulated a “To Do List” consisting of 2 pages of chores needing to be done. Chores already completed include: rock around the retention basin, sprayed uptown, parks, used weed-eater where needed, swept curb/gutter areas, put rock at sumps, needs to take a look at the Welcome Sign and there needs to be something at the base of the Water Tower.
Flanagan Fest report indicated profit with money to begin with next year. Meetings will begin 9/21.
Andrews Engineer submitted the plans for the separation of the ATM between the Bank Building and the Library. The necessary documents will be duly signed and authorized.
Halloween Hours will be 4-7 pm with the Lions Club hosting their activity at Legion Lake from 5-8 pm on October 31.
At this time, there is only one bid from ADI for the tiling project at a cost of $68,016. The Board would like a second bid, with a bid to be approved at the October meeting. After much discussion, on a motion by Brian, seconded by David, the Board authorized Mayor Rocke to accept the lowest bid, not to exceed $100,000 for the tiling project (McKinley-Eckhoff & 400 to 1800 projects) on a 6 yes, 0 no vote. Mayor Rocke was asked to call ADI and have them submit a new bid.
The Greening lots have been mowed.
Discussion on the North Maintenance Building – quotes for inside work at $2500/outside $5600 and $425 for tape on joints with work done by Scott Painting. This does not fix the sky lights. Suggestion was to talk with Alan Rients to see if he can fix the roof now/paint later. If he can’t/won’t, could he recommend someone.
Garbage billing from last month’s totals changed. We are billed for 445 locations at $8,933, when actually paying for 443 locations at $9,014.30. We are charging customers $15.91 now and paying the company $16.00 now. In February 2016, the company’s rate will go up to $16.39. On March 17, 2015, the Village Board approved a rate hike of $16.50 to our residents. This should cover the shortfall so we won’t be losing money.
Dedication of Jensen Estates was discussed. The consensus of the Board is to have Carla from Farnsworth Group walk through the property with the “punch list” with a couple of the Board members and complete an inspection to see what is or is not up to code. Jerome is to call her. The Punch List needs to be cleared before the Village will totally accept ownership of the property.
On September 7, 2015, Jeremy resigned his position with the Village of Flanagan; however, stating that he would be willing to come back on Saturdays to work with Caleb on projects that need to get done. After much discussion the board agreed to pay Jeremy 1/12 of his vacation hours and to get his cell phone so Caleb can have it. It was also the consensus of the group that once Jeremy left, he left.
On a motion by Jason, seconded by David, it was agreed to pay Caleb $18 per hour, and Ben and Spencer $10 per hour with a quarterly review of the 3 employees.
On a motion by Al, seconded by Brian, the meeting was adjourned at 8:45 p.m.
