Village of Flanagan

Meeting Minutes November 17, 2015


Mayor R. Jerome Rocke called the meeting to order at 7:00 p.m. with all reciting the Pledge of Allegiance.  Roll Call was answered by Bev Friese, Jason Montello, David Iverson, Dennis Carls, Al Hulse, Brian Boldt.

On a motion by Bev, seconded by Dennis the minutes of the October meeting were approved with corrections.

On a motion by Al, seconded by Brian the Treasurer’s report was approved.  Mayor Rocke indicated a letter has been sent to Springfield asking for the Motor Fuel Tax monies owed the VoF.  August Sales Tax = $3,903.01.  No Motor Fuel Tax monies at this time.

On a motion by Jason, seconded by Brian, the bills were approved for payment on a 6 yes, 0 no vote.

Police report showed 11 calls, 0 citations, 2 animals concerns.

Adam Dontz w/GLCEDC updated the Board on the activities of the EDC.  His comments included:  19 taxing bodies in Livingston County are participating in the property tax abatement program;  160 jobs increase; workforce training program gaining students; the County has a deficit of $1.7 m and funds from the landfill are being used to offset that deficit; a site selection firm has scouted 6 areas in Livingston County for possible new businesses.  He further explained that with an Enterprize Zone, sales tax/utility tax waived for new building. 80 acres along Rt 116 have been identified as possible location for new business with small labor force.  He suggested calling a town meeting of the 40 business leaders in Flanagan to discuss how the EDC can help them expand their businesses and revenues, using as a discussion guide S.M.A.R.T. (Specific, Measurable, Achievable, Results oriented/relevant and Time-based). No Board action taken at this time.

Caleb reported leaf pickup continues; burn-pile clean-up by Hulse addressed – he can’t haul away, but refuse can be put in dumpsters for $1000;  good number of surveys have been received;  street mapping has been delayed; getting equipment ready for winter.

VoF has received 4 tiling bids with only 1 completed by Veach Brothers for $94,801.

Ordinance Levying a tax on property subject to taxation within the Village of Flanagan for Fiscal Year ending April 30, 2016, Ordinance Number 2015-03 would raise tax 3%.  On a motion by Dennis, seconded by Bev, the motion passed.

Village Audit and Motor Fuel Tax audits have been completed.

IRWS-GPS & GPI Mapping to begin December 1st or shortly thereafter.

Materials have been ordered for repairs to maintenance building.

Village attorney suggests having an ordinance for garbage to correct problems of empty properties and Village still paying fees.  Attorney suggests taking liens off those properties, but there are still fees to be collected.  After further discussion, the Board decided to let the Water/Garbage committee decide best course of action and report to the Board.

On a motion by Brian, seconded by Jason the meeting was adjourned at 8:25 p.m.
