Village of Flanagan

Board Minutes November 18, 2014

 Mayor R. Jerome Rocke called the meeting to order at 7:00 pm with all present reciting the Pledge of Allegiance. Roll Call was answered by: Jason Montello, David Iverson, Dennis Carls, Al Hulse, Brian Boldt. Bev Friese came in after roll call.

 On a motion by Al, seconded by David the October minutes were approved.

 On a motion by Jason, seconded by Dennis the Treasurer’s report was approved. August Sales Tax = $3,895.44. October Motor Fuel Tax = $2,406.43.

 Following discussion concerning the IML Insurance, a motion made by Brian and seconded by Jason to approve the bills for payment passed on a 6 yes, 0 no vote.

 Police Report showed 18 calls, 1 burglary, 0 citations, 0 warnings and a drug arrest.

 Persons present Donnie Simmons and Danny Brown made no comments.

 Jeremy’s report included: parks closed and winterized, dump truck to be serviced, Andrew to be part time as needed, Christmas decorations ready to put up, concerns with wells 3 & 5 have been addresses.

 Subdivision update: rock installed at berm; Some dirt is still on-site.

 Blacktopping on Main is on hold due to weather.

Joe is to inspect the Salem Water Tower this week.

Truck Tires have been installed.

Mayor Rocke reminded board members of the December 1st caucus at 7 pm at the Village Hall. Dennis, Brian and Jason are up for re-election as trustees and Dana is up for re-election as village clerk.

Discussion concerning the levy: the present levy is $29,201. We can raise it $679 or $29,880. Our assessed values are down. On a motion by Bev, seconded by Al, approval was given to increase the levy to $29,880.

Sidewalk repairs were discussed. 900 lineal feet = $20,000. Need to consult Village maps to find number of sidewalks not handicapped accessible. Farnsworth has said grant money is available for new/repairs for walks going to school. Jerome will check with Joe.

As Flanagan now has a library, the following discussion ensured:

a. the library district encompasses the Flanagan Grade School

There is to be a December 2 meeting with their attorney

Does the Village need to approve their slate of trustees?

Can an elected official hold 2 elected offices?

Christmas gifts for Businesses and staff were discussed and it was agreed to forego the staff dinner and purchase gift certificates for staff. Bev and Dana will work on getting gifts not to exceed $10 each for business owners.

 A special IEPA loan audit will be conducted by Farnsworth November 24. It will be good for 20 years.

 There are garbage problems existing where people moving are leaving trash at the curb. Waste Management either cannot or will not pick all of it up, so the VoF is having to do so.

Bev circulated a flyer/letter asking for residents to form a committee for future Flanagan Fest celebrations.

 On a motion by Al, seconded by Brian, the meeting was adjourned at 8:20 p.m.
