Village of Flanagan

Meeting called to order at 7pm by Mayor Jason Montello with everyone reciting the Pledge of Allegiance.
All new members were sworn into office.
Roll call answered by Jason Montello, Bev Friese, Kim Wargo, Dave Iverson, Al Hulse, and Brian Boldt. Dennis Carls was absent.
On a motion by Bev Friese, seconded by Dave Iverson April meeting minutes were approved. 5 YES 0 NO
On a motion by Brian Boldt, seconded by Al Hulse, Treasurer’s report was approved. 5 YES 0 NO March 2017 Sales Tax $3,529.73 April 2017 Motor Fuel Tax $2,430.31
On a motion by Bev Friese, seconded by Brian Boldt, bills were approved to be paid. 5 YES 0 NO
Employees Report Caleb Freese present and reported that dumpsters were ordered for cleanup days, notices mailed to home owners that dumpsters will be available on cleanup days, department of labor report was reported, inspected some homes, passed sewer test, planted grass, mowing, brush pickup, trimmed, need to replace door handle on the restrooms at the park, golf cart stickers issued, went to Kankakee to get cold patch, fish delivered to the pond, gathered information for tile easement, lights at legion lake were vandalized and slide is broke. Received a quote to update the lighting and fix the wiring at legion lake from Kelly Electric. A note from Jim Bartley, notifying the village that he is wanting to replace 35 feet of concrete to the entrance of the Bartley apartments.
Comments from Persons Present Dan Mays mentioned June 24th is help the community day. Volunteer work to help people that might need help cleaning inside or outside the home. Caleb suggested to mulch around the trees in the parks. Brian suggested to contact the churches to mention it to the congregation to help with ideas and maybe get more volunteers.
Open Business Water controls will be discussed again in the June meeting. A few companies were asked to get the village quotes on relocating and update service.
On a motion by Al Hulse, seconded by Brian Boldt, the water salesman was approved to update all the plumbing. 5 YES 0 NO
On a motion by Dave Iverson, seconded by Brian Boldt, Emergency siren to be taken down and repaired for cost under $3,000.00. 5 YES 0 NO
On a motion by Bev Friese, seconded by Dave Iverson, Tree trimming contract will be with Trost for $230/hr. 5 YES 0 NO
New Business On a motion by Brian Boldt, seconded by Al Hulse, The Jensen warranty deed property is turned over to the village and village accepts the property. 5 YES 0 NO
Property Inspections: There was three properties inspected: 211 N Jefferson-start with the violation process, 211 S Jefferson-give another 30 days to work on cleaning up property, and 100 W Lincoln-abandoned. Come June 1st, Ben Hulse will start work.
On a motion by Brian Boldt, seconded by Bev Friese, 2017-02 ordinance for new construction building permits will be 3 separate costs: $300 building permit, $100 sewer inspection, $100 plumbing inspection.
On a motion by Dave Iverson, seconded by Brian Boldt, building permits for sheds, attached decks, pools, and garages over 10×10 will be $35.
The rate study handout figures were inaccurate and would like more information.
On a motion by Brian boldt, seconded by Bev Friese, the liquor licenses for Casey’s, Bart’s, and Smith’s tap were approved. 5 YES 0 NO
Tree replacement will not be determined until we have some trees trimmed up/removed.
On a motion by Dave Iverson, seconded by Bev Friese, new business water rebate will be renewed and available for 2017 for new businesses. 5 YES 0 NO
Jason Montello handed out a list of committee assignments to help with making meetings shorter by the committees having an update report ready to for the board.
On a motion by Brian Boldt, seconded by Kim Wargo, summer help approved for 20 hours per week for the same rate of $9.50. 5 YES 0 NO
On a motion Dave Iverson, seconded by Kim Wargo, Jason Montello allowance of $25 was approved.
Note that pay increase for Caleb Freese is due from the day he passed the exam.
On a motion by Bev Friese, seconded by Kim Wargo, no other business to be conducted, meeting adjourned at 9:53pm.
