Meeting Minutes May 19, 2015



Mayor R. Jerome Rocke called the meeting to order at 7:00 pm.  Installation of Trustees Jason Montello, Dennis Carls, Brian Boldt, and Clerk Dana Worrell-Jumper was conducted.
Roll Call was answered by Jason Montello, Dennis Carl, Al Hulse, Brian Boldt.  David Iverson was absent, and  Bev Frese arrived late.


On a motion by Al, seconded by Dennis the minutes of the April meeting were approved with corrections.


On a motion by Brian, seconded by Jason the Treasurer’s report was approved.  February Sales Tax = $2817.14.  April Motor Fuel Tax = $2581.63.


On a motion by Dennis, seconded by Al, the bills were approved for payment on a 4 yes, 0 no 2 absent vote.


Police report showed 2 accidents, 2 citations, 5 warnings, 19 calls.


Norm and Debbie Lopez thanked the board for their service to the community, then stated the need for help with a neighbor running a business from home (301 E Lincoln and also at 413 S Main), having a lot of unlicensed vehicles, motors, etc. running vehicles late at night and early morning.  Also noted was vehicle noise in the alley behind Boldt apartments.  Mayor Rocke indicated the Village would address these issues with the proper ordinances.  On a motion by Jason, seconded by Bev, the Water, Sewer, Garbage, Local Improvements committees would meet to address the issues with the proper ordinances.  The motion passed.


Golf Cart stickers are due by 8/20.  Jeremy outlined in-depth issues with new computer systems failure as a result of lightening strikes from recent storm. All have been replaced.  He has discussed getting fax, internet and phone through Frontier.  On a motion by Brian, seconded by Jason, it was agreed to upgrade all systems.


Jeremy also reported that the tin on the pavilion by the tennis court is rotted and needs to be replaced, but shingles can be used on it.  Several ladies in the community have agreed to plant flowers around Legion Lake and the Community Building and maintain them until frost.    At the sewer plant, the aerator flip-flopped over and the pump burned out because of mop heads from the nursing homes getting stuck in the sewers.  There are about 30 meters left to change.


Flanagan Fest update: (1) trouble with Shinkeys about the car show on Sunday:  they would need to ID which groups would receive a percentage of the proceeds, and they will need to get their own insurance. (2)  people are having trouble registering for the 5K run on the old website link.


Jensen Estates retention basin needs rock around it like the rock that is around Legion Lake.


Jeremy would like to purchase a sprayer.  On a motion by Dennis, seconded by Bev, it was agreed to purchase a sprayer spending up to $200 on a 5 yes, 0 not 1 absent vote.


Tim Fish wants to set up a Tattoo Parlor.  At the July 16, 2013 meeting the Board voted No on a 5 to 1 vote.  The Board maintains their No vote.


A question has been raised about liens on property water bills when the property has changed hands, especially if the property is vacant.  Shut off water?  Collect all outstanding bills before re-connecting?


Summer help will be hired for 30 hours a week maximum at $9.00 per hour.  If there is no work, the person would be sent home.


Thoughts on sidewalk replacement and location – Jeremy has a list and will bring ideas / equipment rental possibilities to next meeting.  Dead trees will also be cut down in the coming weeks.


On a motion by Al, seconded by Brian, meeting was adjourned at 8:35 p.m.
