Village of Flanagan
Meeting Minutes
May 20, 2014

Mayor R. Jerome Rocke called the meeting to order with all reciting the Pledge of Allegiance. Roll Call was answered by Bev Friese, Jason Montello, Dennis Carls, Al Hulse and Clayton Augsburger. David Iverson was absent.

On a motion by Bev, second by Dennis, the minutes of the April meeting were approved.

On a motion by Al, second by Clayton, the treasurer’s report was approved.

On a motion by Dennis, second by Jason the bills were approved for payment on a 5 yes 0 no vote.

Police report showed 15 calls, 4 citations, 7 written warnings. Will need an officer present at the school on the last day of school Friday, May 30 at 1:30 p.m. Reports of Dune buggies running at Legion Lake at night. Deputy Mitchell requested a list of golf carts licensed as well as those carts who refused to buy a sticker. The issue of animals running loose was to refer to the Sheriff’s department.

Mike McGunken, representing the members of the proposed Library Board updated the Board on recent events. The Library will be named the Flanagan Public Library District and will use tax monies from the village and surrounding area (roughly the Flanagan School District). Does not include Cornell, as they have their own library. Petitions were circulated for signatures; 100 are needed to place the issue on the November ballot. Since there will be two different ballots, the Library issue will need to pass both ballots.

Jeremy reported the State Sewer Inspector found no problems. We are again experiencing siren problems. Jeremy is working on this issue. Andrew Iverson hired for summer work. Golf Cart stickers are due, and some people are refusing to pay. The new well has been cleared for use. New aerator in the lagoon is working. Jeremy has had inquiries about swimming pools.

Tim Dwyer showed the Village’s new website, which is up and running. It will be placed on Google and Caleb is updating it. Businesses need to be posted on it.

Flanagan Fest update: Fireworks contract for $4500 has been signed. Bev ordered 1000 arm bands for kids. Legion will give their own. Need something that says people can’t drink in the block without a band. Question about the inflatables. Kim needs help do complete a mailing requesting donations. Bev volunteered to help her.
Dumpsters for Clean-up Days will arrive tomorrow.

Police contract is valid until end of November.

3 transmitters have been purchased to remedy the siren problems.

Discussion concerning the Dixie Chopper mower resulted in a motion by Dennis, second by Clayton that we purchase a new 2760 KW with a 2 year warranty for $7379.05. Motion passed on a 5 yes 0 no vote.

The Water committee will meet June 5th at 6:30 p.m. to discuss raising water, sewer, garbage rates. Everything passed on the new well. A new ordinance will be needed.

No reports for parks, grounds, streets, alleys, water, sewer, garbage, local improvements, zoning, personnel, finance and police other than what appears in the minutes.

Mayor Rocke discussed late fees and cut-offs for non-payment of bills with possible lien for non-payment. He will contact our attorney for direction. Height of grass was also discussed.

Street repair paperwork has been sent in.

On a motion by Bev, second by Jason, the meeting was adjourned at 8:30 p.m.
