Village of Flanagan

Meeting Minutes March 17, 2015

Mayor R. Jerome Rocke called the meeting to order at 7:00 p.m. with all reciting the Pledge of Allegiance.  Roll Call was answered by Bev Friese, Jason Montello, David Iverson, Dennis Carls, Al Hulse, Brian Boldt

On a motion by Bev, second by Al, minutes of the February meeting were approved.

On a motion by Brian, second by Dennis the Treasurer’s report was approved.  December Sales Tax = N/A.  February Motor Fuel Tax = $1,994.12.

On a motion by Jason, second by David the bills were approved for payment. Utility Tax for January = $1,366.85.

Police report showed 8 calls.  Will have a K-9 officer in town during Flanagan Sale.

Comments from Persons Present introduced Adam Dontz, Greater Livingston County Economic Development Council, who discussed the Property Tax Abatement Program.  Information included: cost of doing business; available labor pool; value x rate=income; tax abatement only if business is building new; cost to join the GLCEDC = $2 per Flanagan resident ($2200).  On a motion by Brian, second by Jason it was agreed for Flanagan to join the tax abatement program.  A motion by Jason, second by Dennis to join GLCEDC was passed on a 6 yes 0 no vote.  The board meets 4 times yearly (April, July, October, January at 5 pm) and a member of our VoF board would need to serve for a 2-year term on that board.  Dana Jumper volunteered to serve.

Jeremy’s report included:  work on cracks (Lumber) and structural breaks (Edwards-North); water in man hole/service leak on North Street; he and Caleb both received their licenses; power line in park trenched in; grass seed and fertilizer for both parks, golf cart stickers ordered, water equipment cleaned.

Flanagan Fest update:  Insurance-Lions has their own for Community Sale;  is Auto Show part of Flanagan Fest?  If so, don’t need insurance;  if not, will need to get their own. On a motion by Jason, second by Bev, Brian Boldt was appointed to serve as Board liaison to the Flanagan Fest Committee and serve as second signatory.

Lift station progress-to be rewired to specifications.

TIF 1-year report in process.

Sewer lining quote from Mike Durre’s South to Lumber – $32,120 for 436 feet.  The repairs will help drain everything.  On a motion by Bev, second by Al, the  work was approved on a 6 yes 0 no vote and should begin first part of April.

There were no committee reports.

Allied Waste Garbage Contract as of 02-01-2015 was discussed.  Their rates are changing to $16. Should we raise our rates?  On a motion by Dennis, second by Jason it was agreed to raise garbage fees$.50 to $16.50 as of 2/1/16.  Motion passed on a 6 yes 0 no vote.

Building roof in progress; suggested pieces of old materials that are good be saved and used other places.

Tree roots growing under sidewalk on Jackson street needs attention.

Walk is bad on Main street south of Post office.

On a motion by Brian, second by Al, the meeting was adjourned at 9:10 p.m.
