Village of Flanagan
Meeting Minutes July 15, 2014
Mayor R. Jerome Rocke called the meeting to order at 7:00 pm with all present reciting the Pledge of Allegiance. Roll Call was answered by Bev Friese, Jason Montello, David Iverson, Al Hulse. Dennis Carls was absent.
Following Roll Call we observed a moment of silence for Clayton Augsburger, long time board member who passed away.
On a motion by Al, seconded by David, the minutes of the June meeting were approved.
On a motion by Bev, seconded by Jason, the Treasurer’s report was approved. April Sales Tax = $4363.57. June Motor Fuel Tax = $2160.64.
Julie has purchased a laptop from Office Depot to enable her to work on Village business at home. On a motion by David, seconded by Jason the bills were approved for payment on a 4 yes, 0 no vote.
Police report showed 13 calls; 4 citations, 1 warning, 1 dog call. Traffic has picked up.
Sgt. Mitchell warned us to be on the look-out for KKK flyers that are being seen in Livingston County. During Flanagan Fest, police will be present. Smith’s Tap will try to block the back alley; the Legion will check both ends to keep people from bringing in beer. Everyone going inside the barriers on Main will need an arm band. We are encouraged to watch out for kids on scooters and lawnmowers. 30 golf cars have new stickers; one still invalid.
John and Cathy Shinkey discussed the car show. They are wanting to post signs on cars parked on Main Street to move for the cars coming in for the show. Can the cars to towed if they don’t move? Mayor Rocke said Yes at the owners expense. They reported there will be a “light em up” after the car show depending on the weather. People attending will use the Community Building for rest rooms. A tent is to be placed at the Community Building; a large crowd is expected.
Jeremy reported the grass will be sprayed from the path to the walk at Legion Lake and small gravel/rock will be placed there. A representative from Play World in Springfield will be coming to provide options for new play equipment at Artesian Park. Had to cur 2 hard Maples near the Pavilion. Well 5 is down; keeps malfunctioning; Sumps working ok. More people are paying their water bills on time.
Mayor Rocke wants to keep a running check on Flanagan Fest expenses and bills. Jason needs a cash box for the Fishing Derby. If Jason buys supplies, he is to turn in receipts to get reimbursed. Contact Joy Harlan to make signs with “Flanagan Fest” and the dates to put on Route 116 and around town.
Main Street to be repaired soon. It was suggested we check with Russo to see if he wants to purchased the 2 Cub Cadet mowers we have. The white pick-up truck needs to be junked.
On a motion by Bev, seconded by Al, the Annual Appropriation Ordinance of the Village of Flanagan 14-03 was approved on a 4 yes, 0 no vote. It was noted that sale tax is down, income tax will remain the same and garbage fees are a little higher.

On a motion by Jason, seconded by David, the board approved the quote of $4000 from Ace in The Hole to complete the 2014MFT Spray Patching Work on a 4 year 0 no vote. The bill will be paid from the Motor Fuel Tax.
Parks, Grounds, Streets & Alleys discussion covered earlier.
Water, Sewer, Garbage and Local Improvements – few calls on water, minimum calls on garbage.
Zoning permit to Terry Sullivan to build a garage.
Personnel, Finance, Police – Personnel met 7/2 to look over the Manual. All concerned were to study it and get back to the committee.

The sign on the door is incorrect; need to get a new one. McCoy won’t take the old website off the air.
